Coherent Development Albania is seeking to contract 2 external experts, one expert on mental health and one expert on psychosocial support for the development of a booklet on strategic interventions and quality support services for potential victims of trafficking in human beings.
Coherent Development Albania, is implementing the project entitled “Preventing and Combatting Trafficking in Human Beings (PaCT)”, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ).
The project is working closely with 4 reception centers in Albania, the National Reception Center in Tirana, Vatra, the psycho-social center in Vlora, Tjeter Vizion Association in Elbasan and Different& Equal in Tirana.
The overall objective of the project in ongoing implementation from Coherent Development Albania is the better perspective for the wellbeing of (potential) victims of human trafficking at shelters in Albania being focused on MHPSS, promoting access to and quality of support services.
Target groups: Technical staff and decision makers working in shelters for potential victims of trafficking in human beings and the service users such as women, children and (unaccompanied) minors.
The project works in four main areas of actions: (1) Strengthening the capacities of service providers, staff working in shelters related to MHPSS (2) Promoting the good practices related to reintegration of potential victims of trafficking in human beings into society (3) Partnership with service providers within the referral mechanism (4) support services, mainly enabled during the pandemic COVID-19 with sanitizing stuff and expertise on preventing measures against the spread of pandemic in the premises of 2 shelters.
Potential or victims of trafficking also in Albania are in the increased risk of developing mental health problems or disorders caused by a number of reasons, including violence before and during trafficking, restrictions of freedom and difficult living and working conditions while trafficked, as well as a lack of social support after. Mental health and psychosocial support (MHPSS) services and assistance offered in shelters vary from psychological assessment, daily monitoring, individual and group counseling, to referrals to specialized institutions within health sector in serious cases. Nevertheless, daily occupational activities are organized to contribute, together with work of specialized staff, to the atmosphere of psychological and physical safety, still more integrated methods and client oriented support is needed, focusing the specific challenges and perspectives of each client in the shelter, but even in a larger scale. Lack of funds, limits the diversification of services provided in the shelters placed in Tirana, Elbasan and Vlora, Albania. The common issue for shelters’ staff turns out to be the new target-group specific approaches to provide MHPSS services. Additional capacity building measures for staff working in shelters with the development of beneficial approaches should be strengthened or introduced to the daily work of shelters. On the other side adequate care systems for professional staff in governmental and civil society organizations are often underdeveloped by missing the opportunities to catch the attention of funding resources. Implementation of systematic and integrated approach to staff care aiming to maintain staff well-being and shelter efficient functioning over the long run, might improve the quality of MHPSS in the shelters.
Methodology/questions to be considered
To reach and actively involve as many as possible key central and local stakeholders, in concept design of strategic interventions for the service users in shelters and capacities development approaches for the staff of shelters within the framework of referral mechanism, in 3 areas Tirana, Elbasan and Vlora.
Confidentiality considerations and privacy: Due to the specificities and characteristic of target groups, the experts are called to pay particular attention to the privacy of data and figures, while might get in contact with data related to service users in shelters, or direct meeting or colloquies with them during the concept design of strategic interventions.
Participation of the target groups in shelters: Both experts should guarantee as well participation of target groups, mainly by organizing virtual meetings via zoom or Microsoft Teams’ platforms, in order to understand and analyze which might be the needed and effective strategic interventions to directly affect the person/service user.
